CAR PARKS

Pay on Foot. -
Take a ticket from the machine at the entrance to the Car Park. On your return pay at one of the pay points, before returning to your car. You pay only for the time used. You cannot pay at the exit. Short Stay car parks - The Brooks and Middle Brook Street. Long Stay car parks - Chesil Street and Tower Street.
Pay on Exit. - Collect a ticket as you enter and pay at the exit barrier. Currently only Colebrook Street uses Pay on Exit

Pay & Display
- Applies to most of the City Centre parking in Winchester. Most ‘on street’ spaces are limited to one hour. In car parks, check the notice board for times and charges. Parking after 6 PM is free until 8 AM the following morning. Discounted Season Tickets are available for all long stay car parks, for regular users.

PEOPLE WITH DISABILITIES
|
|
Disabled Badge holders may park free in all Pay & Display parks, without any time limits. Wider bays, marked
for use by disabled persons only, are available in all car parks. All other parking regulations apply. Disabled badge holders are required to pay the current charges in all ‘Pay on Foot’ and
‘Pay on Exit’ car parks, but they may park free of charge in any marked ‘Residents bay’. Parking is NOT allowed in the pedestrianised area of the High Street between 11.00 AM and 3.00

MOTOR CYCLES & PEDAL CYCLES
|
|
Most car parks have specified areas for parking Motor Cycles, free of charge. Middle Brook Street, Jewry Street, and Colebrook Street have facilities to secure your
motor bike using your own chain. Motor Cycles may also be parked free of charge in Residents on-street parking bays, though you should avoid causing an obstruction, wherever you park. In excess of 100 cycle
stands are provided throughout the City. Locks are NOT provided. Winchester currently operates a ‘Bikeabout’ scheme where, for a small membership fee, one can borrow a bike for free, to use
about the city.

COACHES AND OTHER LARGE VEHICLES
|
|
Coaches, Mini Buses, Motor Homes, Caravans and trailers that won’t fit into a standard bay may park in Worthy Lane.
There is also dedicated parking for Motor Homes at the St. Catherine’s Park and Ride site. Coaches may stop for twenty minutes in the Broadway, and at Sussex Street, to pick up and set down
passengers.

LORRY PARKING

There are NO Lorry parking facilities in Winchester. The nearest lorry parks are at Sutton Scotney (A34), Fleet (M3), Rownhams (M27) and Southampton.

RESIDENTS PARKING
|
|
The City is divided into Areas and Zones, with residents being able to purchase permits to park in marked `Residents“
parking bays. Inner City Area residents may purchase ONE permit and ONE visitors permit for occasional use. Residents in the Outer City Area may purchase TWO of each type of permit. Eligible
residents of the Parking Zones may also purchase books of scratch cards, valid for one vehicle for one day. Permits are only valid for specified Areas and Zones, usually in the vicinity of the
residents home. They are NOT transferable. The Residents Parking Scheme is currently under review

PARKING OFFICE & PENALTY CHARGES
|
|
All areas are regularly patrolled by highly competent Parking Attendants who issue fines for any parking violation. The use of digital cameras and video is
often used as confirmation of the offence. The fines are enforceable in Law The standard penalty issued is either £70.00 or £50.00 depending on the offence, with a 50% reduction for early payment within 14
